I have been working on a Family Photo Album project for a customer.  Below are some examples of the retouching that I had to do on some of these photos.

A small wallet sized photo taken in the early 1950's.

A portrait photo taken in the early 1930's.

Photo Retouching services are billed at $65 per hour.  Photos in the raw condition as the examples above can take anywhere from thirty minutes to one hour to clean up.  Many photos do not require this kind of extensive retouching, and take far less time to produce a "clean" image.  There is also a $5.00 fee for scanning.
